I could not find this happening on Windows, but seems to be consistent across all evergreen macOS browsers.

Today's fun browser fact: on macOS, browser don't transform letter case when applying a keyboard shortcut with ⌘. This means that listening for "⌘⇧a" triggers after hitting those keys, but if you change the shortcut to be "^⇧a", it will not trigger (the "a" will be transformed into uppercase).
